LAKESIDE PARK-CRESTVIEW HILLS POLICE AUTHORITY BOARD

 Regular Meeting – September 15, 2025

CALL TO ORDER: The regular meeting of the Lakeside Park-Crestview Hills Police Authority Board was called to order at 1730 hours by Chairman Paul Markgraf.

ATTENDANCE: Board Members in attendance were: Paul Markgraf, Bill Dorsey, Dennis Landwehr, Dave Kramer, and Brian Waite. Also present was: Chief Degenhardt, Clerk Markus and Captain Paolucci.

MINUTES: Mr. Waite made a motion to accept the August 18th meeting minutes. Mr. Dorsey seconded. Motion passed unanimously.

FINANCIAL: The August financial statement was reviewed along with the August reconciliations. After a review of the bills, Mr. Dorsey made a motion to pay the bills. Mr. Kramer seconded. Motion passed unanimously.

CHIEF’S REPORT:   

  • The department received the new Blauer uniforms and will begin transitioning to them for patrol use over the next month.
    • The new uniforms will be classified as Class
    • The department will maintain the Dark Navy/Grey uninfo1ms as Class A (ceremonial) uniforms.
  • Paolucci and Ptl. Henderson attended a Remote Pilot – sUAS Drone Operator course through the NKY Police and Sherriff’s Training Center and are now FAA Part 107 Certified Drone Pilots.

COUNCIL REPORTS:

Crestview Hills – Mr. Kramer stated their meeting was held on September 11th. They had the 2nd reading of Ordinance 2025-08-01- Approving Updated Zoning Ordinance, Ordinance 2025-08-2025 Property Tax Rate, and Ordinance 2025-08-03 -Amending Waste Collection Fee.

They also held a public hearing on September 11th for the 2025 tax rate agenda.

Lakeside Park – Mr. Markgraf stated their meeting was held September 8th where they had the 2nd reading of Ordinance 08-2025 to adopt the property tax rates for 2025-2026.

OLD BUSINESS: The board continued their discussion about adding more Flock cameras. Chief Degenhardt presented the lease quote and explained the function of the enhanced LPR. He also stated the Town Center has agreed to contribute $7,000 starting next fiscal year to help cover the cost of the two cameras on their property. There was discussion about the total cost of the additional cameras. The department’s total annual cost would be $20,000.

Mr. Dorsey made a motion to proceed with the project. Mr. Waite seconded. Mr. Dorsey then amended his motion to include transferring $16,500 from last year’s overage to Investigations Line 9.90. Mr. Waite agreed to amend his second. The motion, as amended, passed unanimously.

NEW BUSINESS:

  1. Resolution 2025-05 – Surplus of Sgt. Goodman’s ballistic vest.

Chief Degenhardt presented the board with Resolution 2025-05, the surplusing of Sgt. Goodman’s ballistic vest to the Edgewood Police Department where he has been hired as a school resource officer. There was discussion. Mr. Kramer made a motion to approve the resolution. Mr. Waite seconded. Motion passed unanimously.

ADJOURNMENT: Mr. Kramer made a motion to adjourn at 1802 hours. Mr. Dorsey seconded. Motion passed unanimously.
