LAKESIDE PARK-CRESTVIEW HILLS POLICE AUTHORITY BOARD
Regular Meeting – July 20, 2026
CALL TO ORDER:
The regular meeting of the Lakeside Park-Crestview Hills Police Authority Board was called to order at 1727 hours by Chairman Bill Dorsey.
ATTENDANCE:
Board Members in attendance were Bill Dorsey, Paul Markgraf, Dave Kramer, Ed Wise and Brian Waite. Also present were Chief Degenhardt, Captain Paolucci, and Clerk Markus.
MINUTES:
Mr. Markgraf made a motion to accept the June minutes. Mr. Waite seconded. Motion passed unanimously.
Mr. Wise made a motion to accept the July Special Meeting minutes. Mr. Kramer seconded. Motion passed unanimously.
FINANCIAL:
The June financial statement was reviewed along with the June reconciliations. After a review of the bills, Mr. Kramer made a motion to pay the bills. Mr. Wise seconded. Motion passed unanimously.
CHIEF’S REPORT:
- Henderson attended Primary Police Operations through the NKY Police and Sheriffs Training Center
- Bush attend an FBI Law Enforcement Executive Development Association (LEEDA), receiving his LEEDA Trilogy Award.
- Degenhardt attended the FBI National Academy Associates National Retrainer/Conference.
- Holman attended a sharpshooter training course as part of his duties with Kenton County SWAT.
- The department purchased two 2026 Dodge Durango cruisers. The vehicles are being upfitted and will be issued to Ptl. Henderson and Ptl. Bush upon completion of upfitting.
COUNCIL REPORTS:
Crestview Hills – Mr. Kramer reported that their regular meeting was July 9th. They had the first reading of Ordinance 2026-07-01 – approving updates to Architectural Review Board, and the first reading of Ordinance 2026-07-02 – approving text amendment to Zoning Ordinance to allow window signs in the Institutional Zone. They also passed Order-Resolution 2026-07-01 – approving amendments to the City Personnel Policies and Procedures.
Lakeside Park – Mr. Markgraf reported that their regular meeting was July 13th. They had the 2nd reading of Ordinance No. 06-2026 to amend Ordinance No. 5-2012 with corrections and additions to Chapter 40, Section 40.251 titled streets designed with fire lanes. They also had the second reading Ordinance No. 07-2026 to enact and adopt a supplement to the code of ordinances of the City of Lakeside Park, KY (American Legal Publishing Corporation 2026 Supplement), and the first reading of Ordinance No. 08-2026 approving KCPC recommendation re: text amendment to our zoning ordinance regarding garages & existing free-standing garages.

EXECUTIVE SESSION
At 1739 hours, Mr. Markgraf made a motion to go into Executive Session, pursuant to KRS 61.810 (f) to discuss personnel issues. Mr. Waite seconded. Motion passed unanimously.
At 1745 hours, Mr. Wise made a motion to go back into Regular Session. Mr. Markgraf seconded. Motion passed unanimously.
GOOD OF THE ORDER:
Chief Degenhardt provided suggested updates to the Automated License Place Reader Policy to the board for their review. He shared a visual reference of Flock statistics and also stated that Flock is working on a transparency page for the agency to share with residents. There was discussion.
ADJOURNMENT:
Mr. Markgraf made a motion to adjourn at 1755 hours. Mr. Kramer seconded. Motion passed unanimously.
