LAKESIDE PARK-CRESTVIEW HILLS POLICE AUTHORITY BOARD

 Regular Meeting – October 20, 2025

CALL TO ORDER: The regular meeting of the Lakeside Park-Crestview Hills Police Authority Board was called to order at 17:32 hours by Chairman Paul Markgraf.

ATTENDANCE: Board Members in attendance were: Paul Markgraf, Brian Waite, Dave Kramer & Dennis Landwehr. Also present was: Chief Degenhardt, Clerk Markus, and Captain Paolucci.

MINUTES: Mr. Landwehr made a motion to accept the September minutes. Mr. Kramer seconded. Motion passed unanimously.

FINANCIAL: The September financial statement was reviewed along with the September reconciliations. After a review of the bills, Mr. Waite made a motion to pay the bills, Mr. Kramer seconded. Motion passed unanimously.

CHIEF’S REPORT:

 Henderson and Ptl. Boyers attended a Forensic Nursing/Strangulation Investigations training presented by St. Elizabeth in conjunction with the ION Center.

  • Mullins and Col. Degenhardt attended sAUS Drone Training through the NKY Police and Sheriffs Training Center and are now certified as FAA Part 107 Drone Pilots.
  • Holman, along with several members of Kenton County SWAT attended a Trunk or Treat event at the Kenton County Detention Center.
  • The Kenton County Police Law Enforcement Navigator Program has LPCHPD’s assigned navigator police social worker (PSW) is Samantha Daily. PSW Daily met with department administration, participated in citizen observer program (ride a long), and will be meeting with all department staff in the coming weeks.

COUNCIL REPORTS:

 Crestview Hills – Mr. Kramer stated their regular meeting was held on October 9th. They established the 2025 Halloween Trick-or-Treat hours as October 31, 2025 from 6pm to 8pm. They passed Order/Resolution 2025-10-01, authorizing contracts with KYTC and Verdantas for the Dixie Highway Sidewalk Extension Project Design and ROW Services. They also passed Order/Resolution 2025-10-02, authorizing Grant Application for Additional Dixie Highway Sidewalk Funds.

Lakeside Park- Mr. Markgraf stated their regular meeting was held October 13th. They passed Municipal Order 6-2025, the Increase in Hourly Rate of Pay for the City Attorney. They also passed Municipal Order 7-2025, Application to KCPC to Amend Current Lakeside Park Zoning Code and Zoning.

OLD BUSINESS:

NEW BUSINESS:

  1. Emergency Management Mutual Aid & Assistance Agreement

Chief Degenhardt presented the board with the agreement, which will allow the department to request and provide assistance to other participating communities in the event of a disaster.

Mr. Landwehr made a motion to authorize Chief Degenhardt to sign the agreement. Mr. Waite seconded. Motion passed unanimously.

EXECUTIVE SESSION:

At 17:50 hours, Mr. Kramer made a motion to go into Executive Session, pursuant to KRS 61.810 (f) to discuss persom1el issues. Mr. Landwehr seconded. Motion passed unanimously.

At 18:32 hours, Mr. Waite made a motion to go back into Regular Session. Mr. Kramer seconded. Motion passed unanimously.

Mr. Landwehr made a motion to extend a Conditional Offer of Employment to John Wilson. Mr. Kramer seconded. Motion passed unanimously.

GOOD OF THE ORDER:

Chief Degenhardt updated the board on the status of the COPS Grant, noting that status of the award decision should be received soon. He also shared that Captain Paolucci is pursuing a grant to upgrade the department’s body-worn cameras, dash cams, and software.

Chief Degenhardt informed the board that Rankin & Rankin will not have the audit ready for presentation at the November meeting. Following discussion, the board agreed the audit may be presented in December or January, depending on Ms. Goodin’s availability.

ADJOURNMENT: Mr. Kramer made a motion to adjourn at 18:33 hours. Mr. Landwehr seconded. Motion passed unanimously.
