Minutes of Regular Meeting on 5/12/2025
CALL TO ORDER: Mayor Markgraf called to order the regularly scheduled meeting of Lakeside Park City Council at 7:00 P.M. on Monday, May 12, 2025, in the Lakeside Park City Building located at 9 Buttermilk Pike. Those in attendance were Mayor Markgraf, City Clerk Teresa Bruck and City Attorney Greg Voss. The council members present were Tom Bernheimer, Dennis Landwehr, Cassi Schabell, Mary Ann Thaman, Brian Waite and Dave Wolfer.
AGENDA – With no corrections or changes to the agenda, Mr. Waite made the motion to adopt the May 12, 2025, agenda, and Mr. Bernheimer seconded the motion. Voice vote was taken. 6 Ayes, 0 Nays; motion carried.
MEETING MINUTES – With no corrections or changes, Mr. Bernheimer made a motion to adopt the minutes of April 14, 2025, meeting minutes, and Ms. Thaman seconded the motion. Voice vote was taken 6 Ayes, 0 Nays and 0 abstain.
CITIZENS ADDRESSING COUNCIL: No citizens in attendance addressed the council.
MAYORS REPORT: The mayor said that this month the city is celebrating 95 years since its founding. He advised the sidewalk project to begin this week. We have a shredded day on June 7th as well as the Police Department Annual Car Show at Thomas More University. The Kenton County Mayors met April 19th and talked about the Northern KY Fire Training Project. The next mayor’s group will be here on May 17th. Lastly, he talked about the first reading of our annual budget will be tonight.
CITY ATTORNEY REPORT: Mr. Voss conducted the second reading of Ordinance No. 4-2025, enacting and adopting a supplement to the Code of Ordinances of the City of Lakeside Park, KY with American Legal Publishing. Mr. Wolfer made a motion to adopt Ordinance No. 4-2025, and Mr. Landwehr seconded the motion. With no discussion a voice vote was taken 6 Ayes, 0 Nays and 0 abstain.
Mr. Voss then conducted the second reading of Ordinance No. 5-2025, amending Ordinance No. 7-2024, adopting the City of Lakeside Park, KY, Amended Budget for the Fiscal Year July 1, 2024, through June 30,2025. The mayor noted one change in the available balance of the previous Fiscal Year should be $2.5 million, as when he initially prepared this, he failed to include some certificates of deposit. Mr. Landwehr made a motion to adopt Ordinance No. 5-2025, and Mr. Bernheimer seconded the motion. Ms. Schabell asked for clarification that the previous carryover is $2.5 million and not $1.4 million. The mayor advised that it is correct. With no further discussion, a roll call vote as follows:

Mr. Voss proceeded with the First Reading of Ordinance No. 6-2025, Amending Chapter 25 of the City of Lakeside Park, Kentucky Ordinance relating to the Code of Ethics.
Lastly, Mr. Voss conducted the First Reading of Ordinance No. 7-2025, Adopting an Annual Budget for the Fiscal Year July 1, 2025, through June 30, 2026, by estimating revenues and resources and appropriating funds for the operation of city government for the City of Lakeside Park, Kentucky.
CITY CLERK/TREASURER’S REPORT: Mrs. Bruck had nothing to report this month.
FIRE/EMS: Assistant Chief Hampton provided details from the Fort Mitchell Fire Department report submitted to the council, and advised he is trading places with Assistant Chief Dave Jansing for future council meeting attendance. Mr. Waite asked about the trend in numbers for the recruiting classes. Chief Hampton advised the training classes to be full, but the frequency of attendance has not. He advised that the Fort Mitchell Fire Department has a big investment moving forward to recruiting members.
PUBLIC WORKS: Mr. Thaman provided status updates for all the public works projects and advised Verdantas to be looking at our next 5-year plan as our other projects have come in under budget. Mr. Greer has continued to clean out storm drains, spraying for weeds, and plans to put up the Memorial Day flags. The dog fountain is open for use, and the flower beds in the city have been spruced up. The mayor added the trench drain on Williams Ave has been fixed.
POLICE AUTHORITY: Mr. Waite highlighted from the police report about the new radar trailer, Patrolman Tignor completed professional development a drones operator course and police clerk Heather Markus attended the Municipal Clerks Spring conference.
PDS: Mr. Waite said PDS did not meet, but the next meeting will be this coming Thursday night, the 15th.
FINANCE: Mr. Wolfer highlighted points from the April report. We took in a little over $100,000 and had normal monthly expenses. These expenses included a quarterly payment to the Fire Department and $62,759 spot repair mentioned in the Public Works report. Total expenses were $230,000 leaving a net loss of a little over $130,000, which is typical for April. All transactions were properly recorded with no issues. The balance sheet shows cash on hand of $4.4 million. He also reviewed the credit card statements which showed normal city purchases and nothing out of the ordinary.
MUNICIPAL GOVERNMENT LEAGUE OF NORTHERN KENTUCKY (MGLNK): Mr. Landwehr advised he has no report, but they will be meeting in two weeks and will have a report next month.
RECREATION: Ms. Thaman reported this Wednesday at 6:30pm Dance Fitness is free to residents, but $1.00 for non-residents. This Saturday from 8am to 1pm there is a City-Wide Yard Sale. The week of June 2nd to June 7th shred it event during business hours at the city building and will end on Saturday, June 7th 8am to 12 noon. Also, on June 7th we have our annual Best Way large item pick up event along with a babysitting class from 8am to noon. We don’t have all the details about the babysitting class yet, but we will post the information. Last, she noted Senior Bingo on June 10th from 2-3:30pm.
