Minutes of Meeting on 5/11/26
CALL TO ORDER: Mayor Markgraf called to order the regular meeting of Lakeside Park City Council at 7:00 P.M. on Monday, May 11, 2026, in the Lakeside Park City Building located at 9 Buttermilk Pike. Those in attendance were Mayor Markgraf, City Clerk Teresa Bruck and City Attorney Greg Voss. The council members present included Tom Bernheimer, Dennis Landwehr, George Best, and Dave Wolfer. Absent from the meeting were Council members Mary Ann Thaman and Brian Waite.
PUBLIC HEARING
Ms. Bruck advised the amount to be $40,742.0, but it is an estimation for the next Fiscal Year for the Municipal Road Aid funds. There were no objections, and the hearing concluded.
AMENDED AGENDA
With the addition of Municipal Order 04-2026 added to the Agenda, Mr. Bernheimer made the motion to adopt the Amended Agenda of May 11, 2026, as presented, and Mr. Landwehr seconded the motion. Voice vote was taken.

MINUTES
With no corrections or changes, Mr. Wolfer made a motion to adopt the minutes of April 13, 2026, and Mr. Best seconded the motion. Voice vote was taken. 4 Ayes, 0 Nays; motion carried.
CITIZENS ADDRESSING COUNCIL
Pat Perkins from Arcadia Avenue spoke to council about a parking problem on her street. She also asked council to consider allowing detached garages so residents on Arcadia could park in their garages instead of the street.
MAYORS REPORT
The mayor reminded residents that next Tuesday, May 19th is primary election day, and our city’s principal voting location is Lakeside Christian Church, but he also provided the early voting locations with dates and times. He wished all the mothers in the city a happy belated Mother’s Day. He said the mayor’s group was held at Edgewood Senior Center last month and topics of discussion included the Transportation Department project to take Dixie Highway down to one lane both ways, and electric scooter issues. He advised residents that the speed limit on our streets is 20 mph and to please observe the speed limit. He said Lakeside Park is hosting the mayor’s group this Saturday and encourages the council to come meet everyone in attendance. He said the grinding and repairs of Dixie Highway and Turkeyfoot Road sidewalks have been completed and has resolved the trip hazards. The mayor said he has spoken to several people recently about a game several of the youngsters are playing called, “Ding, Dong, Ditch.” They have been pounding on doors or ringing doorbells and then running. He asked parents to please speak to their kids and advise them that as this may seem like a harmless prank it could cause them harm or cause an elderly resident to have a heart attack. He then spoke about the Fire Department contract being renewed this next Fiscal Year and advised the contract price has significantly increased. He also said the police department contract would be rising this year as well.
CITY ATTORNEY REPORT
Mr. Voss conducted the 2nd reading of Ordinance No. 04-2026 Amending Chapter 52, Article I of the Lakeside Park, Kentucky code of ordinances to add littering, and establishing penalties for the violation thereof.
Mr. Bernheimer made the motion to adopt Ordinance No. 04-2026, and Mr. Wolfer seconded the motion.
Mr. Wolfer asked for clarification if this Ordinance would eliminate companies and campaign flyers being dropped on your driveway or hung on your doors, and if companies need a permit to disburse their flyers/advertisements? Mr. Voss said no permit is needed and this Ordinance would only require the companies to place their materials in appropriate places such as on your door handle or in your driveway, but they would not be able to leave them in the streets as that would be considered littering.

Ordinance No. 04-2026 passes with 4 Ayes, 0 Nays and 0 Abstain.
Mr. Voss then conducted the 1st reading of Ordinance No. 05-2026, adoption of the annual budget for the Fiscal Year July 1, 2026, through June 30, 2027, by the estimation of revenues and resources and appropriate funds for the operations of City Government for the City of Lakeside Park, Kentucky.
The mayor advised the council members would like to schedule a special meeting to discuss the budget, to please let him know.
Mr. Voss conducted the reading of Municipal Order No. 04-2026 Authorizing an application to the Kenton County Planning Commission to Amend the current Lakeside Park Zoning Code and Zoning regarding free standing existing structures.
Mr. Bernheimer made a motion to adopt Municipal Order 04-2026, and Mr. Wolfer seconded the motion. Voice vote was taken. Mr. Bernheimer provided insight into the process of how they determined this change is needed.

CITY CLERK/TREASURER
Ms. Bruck advised we received our last quarter payments for Insurance Premium Tax and had a typical increase of 12% for this Fiscal Year. She also advised that she attended the KMCA Spring Conference, and she learns something new every time she attends one of these conferences. One thing she learned and would like to implement for the next council member term of office is administrative city office training along with the KLC new council member training to provide a better understanding to the council and what the administration office does in relationship to their legislative duties.
FIRE/EMS
Assistant Fire Chief Jansing provided a summary of the fire department report. They had 16 calls to Lakeside Park that included 12 EMS and 4 non-emergency calls. They assisted 5 other fire departments last month. He advised two Saturday’s ago, they hosted a CPR class. They also had 2 car seat installations and 3 public education events.
PUBLIC WORKS
Mr. Bernheimer reported there were no meetings this month. Mayor Markgraf, because there was no meeting, he did review with our Public Works Director, Mr. Greer, the new 5-year road construction plans. He and Mr. Greer will discuss their findings with the Public Works committee.
POLICE AUTHORITY
Mayor Markgraf advised police authority, met on April 20th. He summarized the meetings information. He said last month Lakeside Park accounted for 30.7% of the police calls; the first reading of the police budget was conducted; new recruit Taijon Span has been accepted and may attend training in Richmond this July; Ptl. Armstrong is now a certified drone pilot; Clerk Markus attended the same spring conference as Mrs. Bruck did; Sgt. Mullins and Sgt. Tignor have been selected for the 2027 FBI National Academy; and last, the board updated the Fiscal Management policy particularly regarding purchases.

FINANCE
Mr. Wolfer highlighted the month of April. The revenue collected was a little shy of $100,000; we had normal expenses that included a quarterly Fire & EMS payment, and this left us with a net loss of roughly $56,000. He reviewed profit and loss details and everything was appropriately recorded. The city has total funds of approximately $4.8 million. He reviewed the city credit card charges, and nothing looked out of the ordinary.
The mayor added comment that the audit was still not available this month, but we hope to have it available for next month’s meeting.
Mr. Wolfer followed up advising Mrs. Bruck is checking into current rates for additional investments.
MUNICIPAL GOVERNMENT LEAGUE OF NORTHERN KENTUCKY (MGLNK)

RECREATION
The Recreation Director, Tracy Hart, advised they have been busy this month. She advised they had 25 in attendance at the senior luncheon held at Barleycorn’s. She also met with Immanual Church regarding an inclusion group for individuals with disabilities. She said this weekend we had a book swap, and she thanked Heartland Bank, Biggby Coffee, Holland Group and the Kenton County Library for their assistance with this event. She is helping next week with the Kenton County Senior Games. She said there are plans for another book swap at the end of the summer. But currently scheduled for recreation included a city-wide yard sale, game night, and senior bingo. She is looking for ideas for the 4th of July. She added that we are having a shred event and large items pick up the first week in June.

COMMENTS FROM COUNCIL
Mr. Bernheimer suggested having the means of allowing residents to place anonymous complaints. Ms. Bruck said if someone does not want to leave their information with the office staff about a complaint, they do not push them to obtain this information. However, the staff still forwards the information to the appropriate authority to address the complaint. The mayor had a different perspective and said if residents don’t leave their information, then we have no way of addressing the issue with them directly.
Mr. Wolfer also requested that since the school season is almost at a close to please watch for children at play and abide by the city speed limits.
