LAKESIDE PARK-CRESTVIEW HILLS POLICE AUTHORITY BOARD

Regular Meeting – February 23, 2026

CALL TO ORDER:

The regular meeting of the Lakeside Park-Crestview Hills Police Authority Board was called to order at 17:05 hours by Chairman Bill Dorsey.

ATTENDANCE:

Board Members in attendance were: Bill Dorsey, Paul Markgraf, Brian Waite, Ed Wise, and Dave Kramer. Also, present were: Chief Degenhardt, Clerk Markus and Captain Paolucci.

MINUTES:

Mr. Markgraf made a motion to accept the January minutes. Mr. Wise seconded. Motion passed unanimously.

FINANCIAL:

The January financial statement was reviewed along with the January reconciliations. After a review of the bills, Mr. Waite made a motion to pay the bills. Mr. Kramer seconded. Motion passed unanimously.

EXECUTIVE SESSION:

At 17:07 hours, Mr. Markgraf made a motion to go into Executive Session, pursuant to KRS 61.810 (f) to discuss personnel issues. Mr. Waite seconded. Motion passed unanimously.

At 17:47 hours, Mr. Kramer made a motion to go back to Regular Session. Mr. Wise seconded. Motion passed unanimously.

Mr. Kramer made a motion to extend a Conditional Offer of Employment to candidate Taijon Span. Mr. Markgraf seconded. Motion passed unanimously.

CHIEF’S REPORT:

  • Jackson presented a Scam Awareness class to a women’s group at Immanuel United Methodist Church
  • Captain Paolucci did a presentation on Policing and Tour of the office for a Girl Scout
  • Boyers completed an Advanced Roadside Impaired Driving Enforcement (ARIDE) course presented by the KY Office of Highway Safety.
  • Holman completed a Law Enforcement Training Officer (FTO) course presented by the Department of Criminal Justice Training.
  • Presentation of the 2025 Annual Rep01i

COUNCIL REPORTS:

 Crestview Hills – Mr. Kramer reported that the regular meeting was on February 12th. Mayor Meier gave the 2026 State of the City Address, and 2026 Goals and Objectives.  They had the 2nd reading of Ordinance 2026-01-01 – Qualified Manufactured Housing Text Amendment.

They also adopted Order/Resolution 2026-02-01 – General Assembly Opposing HB 495, HB 518, SB 52, and SB 112.

Lakeside Park- Mr. Markgraf reported that the regular meeting was on February 9th. They had the 1st reading of Ordinance 02-2026 -Manufactured Home Ordinance. They also adopted Resolution 01-2006 opposing HB 276.

OLD BUSINESS:  None.

NEW BUSINESS:

Chief Degenhardt presented updates to Personnel Policy Chapter 23 – Fiscal Management Policy. There was discussion. The board agreed to have the updates reviewed by our attorney and revisit the updated policy at a future meeting.

GOOD OF THE ORDER:

Mr. Markgraf thanked Chief Degenhardt for providing the board with the comparative pursuit policies. He stated in his opinion there was no need to adjust our current policy. There was discussion. The board agreed that our current pursuit policy will stand.

Mr. Kramer made a motion to adjourn at 18:31 hours. Mr. Markgraf seconded. Motion passed unanimously.
