<p>The meeting was called to order.</p>
<p>City Engineer Martin Hellmann updated the committee regarding the status of the preparation of the Requests for Proposals (RFPs) for the sidewalk assessment project, estimating that the RFPs would be ready to be advertised and sent out within approximately three (3) weeks. The contractors would have approximately two (2) weeks to submit bids. Two RFPs will be issued: 1 for the grinding of minor trip hazards and one for slab replacement as previously identified.</p>
<p>Mr. Hellmann stated that Neyra Paving submitted an invoice for its bid .amount for spot repairs as related to Applewood Drive rather than for the actual square footage of repairs made. He recommends only paying for the work actually performed.</p>
<p>There were no updates regarding the Crestview Hills sidewalk project, the Bellemonte Avenue resurfacing &amp; curb replacement project, the crosswalk project and the Dixie highway benches.</p>
<p>Mr. Hellmann updated the bidding schedule for the 2025 Street Program to advertise on February 13, Bid Opening on February 27 and bid approval by Council on March 10.</p>

<p>The meeting was called to order.</p>
<p>City Engineer Martin Hellmann updated the committee concerning the sidewalk assessment project. Two separate bids will be prepared, one for grinding work and one for slab tear-out and replacement work. The RFPs will be advertised on February 20, 2025 with a bid opening two weeks later in time to be awarded by council at the March meeting. Precise specifications will be provided concerning the type of grinding to be performed and slab replacement. Mr. Greer commented that a certified arborist will examine 3 trees that are affecting the sidewalks and will advise property owners of this. Discussion was also held concerning sidewalk deficiencies caused by utility repair and vehicles driving on Applewood sidewalks at the median cut-through as well as a lack of No Parking &#8211; Fire Lane signs.</p>
<p>Mr. Hellmann Updated issues with the 2024 Spot Repair Program invoice submitted by Neyra Paving and its unit pricing. He will contact Neyra Paving one last time.</p>
<p>Crestview Hills was proceeding with their sidewalk project, but nothing was affecting Lakeside Park at this time except for survey stakes marking right of way locations in our city.</p>
<p>No updates were provided for the Bellmonte resurfacing &amp; curb project, the crosswalk project or the Dixie Highway bench project.</p>
<p>Requests for Proposals will be advertised for the 2025-26 Street Program n6xt week with a bid opening projected for February 27. Mr. Greer noted that Duke Energy will be lowering its service lines in the next upcoming weeks to be placed below the anticipated underdrain placement and subbase.</p>
<p>Mr. Greer updated the committee regarding the welding of the damaged bench at the top of East Lakeside Avenue.</p>
<p>He also requested input for the next location of the moveable radar speed sign from Farmington Drive. It was suggested to be placed on Arcadia Avenue.</p>
<p>Mayor Markgraf thanked Mr. Greer and Mr. Hellmann for their presence at the January 30 Special Council meeting and for their assistance with preparation.</p>

<p>City Engineer Martin Hellmann updated the committee concerning the sidewalk assessment project. Six bids were received for the Sidewalk Spot Replacement Project with TMS Construction as the lowest bidder at $53,800.00. One bid was received for the Sidewalk Concrete Cutting Project from Precision Concrete Cutting at $71,190.00. The bids will be reviewed and recommendations will be made for the Council meeting on March 10.</p>
<p>Mr. Greer commented that a certified arborist examined the trees that are affecting the sidewalks and recommended that two (2) be removed. After speaking with Mr. Hellings, he wished the tree to remain because of sentimental reasons and will waive any city liability necessary for it to remain.</p>
<p>Mr. Hellmann will contact Neyra Paving one last time regarding the 2024 Spot Repair Program invoice submitted by Neyra Paving.</p>
<p>Crestview Hills was proceeding with their sidewalk project, but nothing was affecting Lakeside Park at this time except for survey stakes marking right of way locations in our city.</p>

Gregory Forrest Lester, lnc. will prune the trees under the city care rather than just shaping them as done in the past for the well-being of the trees. He also requested committee members to report any public works concerns to him or have their neighbors do the same.</p>

<p>The meeting was called to order.</p>
<p>City Engineer Martin Hellmann updated the committee concerning the sidewalk assessment project. A preliminary construction meeting was held with representatives of Precision Concrete Cutting who will be ready to begin its construction upon direction from the city. A preliminary construction meeting will be held with representatives of TMS Construction on Tuesday, April 8. The mayor has a draft letter to residents composed that will be updated with information following the meeting with TMS and will be sent to affected residents with a deadline to determine whether the resident wishes to effect the repairs personally or use the city contractor.</p>
<p>Mr. Greer will contact the certified arborist regarding root grinding and tree removal upon setting construction dates.</p>
<p>Neyra Paving submitted an invoice for $53,800.00 for the 2024 Spot Repair Program that was promptly paid by the City.</p>
<p>Crestview Hills was proceeding with their sidewalk project, and Lakeside Park entered into a memorandum of understanding with Crestview Hills to pay up to $10,000 for the sidewalk to be installed in the city boundaries.</p>
<p>No grant was awarded by the State for use with the proposed Bellemonte resurfacing &amp; curb project. Discussions were held regarding the possibility of beginning part of this project for the 2025-26 budget year as a better price may be obtained as a single project spread over two years.</p>
<p>The Dixie Highway bench project was briefly discussed.</p>
<p>A preliminary construction meeting will be set up with Humphrey Concrete for the 2025-26 Street Program in the near future.</p>
<p>The repair of the Williams Avenue drain trench will be completed as soon as possibly, preferably by a change order with TMS Construction or another contractor.</p>
<p>Mr. Greer updated the committee that Gregory Forrest Lester, Inc. had completed its pruning services last week and that the city planting beds would be cared for and mulched shortly. He has been cleaning the catch basins and drains as needed.</p>
<p>He also advised the committee that our snow removal costs exceeded the budgeted amount by approximately $12,000.00. The dog fountain will be turned on in 2 &#8211; 3 weeks.</p>
<p>Mr. Bernheimer brought up the question of acquiring additional radar speed signs, but, after discussion, it was recommended that no additional signs be acquired at this time.</p>

<p>The meeting was called to order and minutes of the April 3, 2025 meeting were approved with one minor amendment.</p>
<p>City Engineer Martin Hellmann updated the committee concerning the sidewalk assessment project. A letter was sent to all residents affected by the sidewalk issue with an estimate of resident cost and a prepaid post card for acceptance/rejection of the use of the city contractors. Postcards are being returned to the city. A neighborhood meeting will be held immediately following the Committee Meeting for residents of Geisen, Applewood/ Ashbrook, Farmington and East Lakeside. A meeting will be held on May 8 for residents of Bellemonte, Arcadia and Colony North. Precision Concrete Cutting will begin work approximately May 12 and TMS Construction will begin approximately two (2) weeks later.</p>
<p>Mr. Greer reported that the arborist removed the tree on Colony North, has injected the trees requiring root trimming with nutrients and will begin root grinding prior to Precision commencing work. Mr.</p>
<p>Hellings will execute a waiver in favor of the city to keep his tree for sentimental reasons.</p>
<p>No significant updates were available for the Crestview Hills sidewalk project; construction may begin later this summer.</p>
<p>No significant updates were available for the Bellemonte resurfacing &amp; curb project. It will be included in the updated 5 year plan.</p>
<p>No updates were discussed for the Dixie Highway bench project or crosswalk improvements.</p>

The city flags will be also be reinstalled by Memorial Day. He continues to clean the catch basins and drains as needed. He will also begin to spray weeds along city streets shortly.</p>

Precision Concrete Cutting has completed its grinding work and submitted an invoice for the contract amount. Mr. Greer is verifying the cuts made and will compare with the invoice and consult with the city engineers. TMS Construction has begun slab replacement with completion expected within two (2) weeks. Residents will be invoiced upon verification of all completed work.</p>
<p>No significant updates were available for the Crestview Hills sidewalk project; planning may begin later this summer with construction next spring.</p>

<p>Humphrey Concrete was set to begin the 2025-26 Street Program on Shaker &amp; Marlo Way. Residents have been notified. Humphrey has acknowledged that all billing will occur in the 2025-26 budget year.</p>

<p>The committee discussed the drainage issues at the corner of Turkeyfoot and Van Deren caused by the state&#8217;s excavation of the drainage ditches along Turkeyfoot. A meeting may be required with officials from the State Transportation Cabinet.</p>
<p>Mr. Greer updated the committee that Precise completed the mulching and weeding of the flower beds at the city park and city building. He also installed the flags on the poles along Dixie Highway. The speed radar sign will be relocated to West Lakeside Avenue near the Penwood Road intersection. After he finishes measuring the grinding and slab replacement work, he will paint curbs that require such work.</p>
<p>The next meeting was determined to be held on Tuesday, July 1, 2025 at 5:00 pm.</p>

<p>The meeting was called to order and minutes of the June 5, 2025 meeting were approved.</p>
<p>City Engineer Martin Hellmann updated the committee concerning the sidewalk assessment project. Precision Concrete Cutting has completed its grinding work and submitted an invoice that has been paid. Mr. Greer is verified the cuts made and noted that 7 spots appear to have been missed. Precision will address these spots when next in the area on other projects. TMS Construction has completed slab replacement with only possible restoration work to be completed. The TMS invoice has been submitted, reviewed and paid, less retainage.</p>
<p>OKI and State approvals were obtained for the Crestview Hills sidewalk project; planning will continue with construction next spring.</p>

<p>Mr. Greer updated the committee a No Parking &#8211; Fire Lane sign may be needed on Penwood between Shaker and Marlo Way. The speed radar sign is relocated at 52 West Lakeside Avenue near the Penwood Road intersection and a request has been made for its return to Carran Drive. He also noted the need for honeysuckle and bush cutting on the landbridge area of West Lakeside and Gilmore. He will obtain bids for such work at it is too much for one individual.</p>
<p>Mr. Bemheimer addressed that additional no parking signs may be needed on Locust Avenue as continued parking there creates a safety line-of-sight issue. This will be addressed.</p>
<p>The next meeting was determined to be held on Thursday, August 7, 2025 at 5:00 pm.</p>

<p>The meeting was called to order and minutes of the July I, 2025 meeting were approved.</p>
<p>City Engineer Martin Hellmann updated the committee concerning the sidewalk assessment project. Precision Concrete Cutting has returned to complete the grinding work at missed spots. Mr. Greer verified the work performed on the additional spots. TMS Construction has completed slab replacement with only possible restoration work to be completed. The TMS invoice has paid, less retainage.</p>
<p>OKI and State approvals were obtained for the Crestview Hills sidewalk project; planning will continue with construction next spring.</p>

He is reviewing the issue with Gregory Forest Lester Co. to determine the extent of work and plantings to facilitate ground cover in the area.</p>
<p>Mr. Greer will paint curbs yellow to discourage parking at the bend on Locust Avenue to assist with a safety line-of-sight issue.</p>
<p>Mr. Greer updated the committee that the security upgrades, including additional cameras will be performed shortly, depending on Aylor Security&#8217;s availability.</p>

<p>Riegler Blacktopping was the only and lowest bid under the RFP for the annual crack sealing project including resealing and striping the city parking lot. Council is expected to approve the bid on September 8, 2025.</p>
<p>Mr. Greer updated the committee that the speed radar sign is relocated on Marian Drive near the church&#8217;s daycare center. He has received positive feedback from local residents. He also updated the committee concerning a proposal for honeysuckle and bush cutting on the landbridge area of West Lakeside and Gilmore. He recommends Precise to perform the work after meeting with several companies. Work will commence this fall.</p>
<p>Regarding the Dixie Highway bench project, the benches will cost $1,596.00 and plaques will cost</p>
<p>$395.00. The benches would be ordered this year, but need to be stored until installation next spring. The committee considered a sponsorship should approximate $750-$1,000, but no firm decision was made.</p>
<p>Mr. Greer updated the committee that the security upgrades, including additional cameras, will be performed during the week of October 8, depending on Aylor Security&#8217;s availability.</p>

<p>City Engineer Martin Hellmann updated the committee concerning the sidewalk assessment project. The restoration work appears to be in process. One property in the Farmington neighborhood had an irrigation line severed by the contractor. It will be repaired and costs deducted from the retainer.</p>
<p>State approvals were obtained for the Crestview Hills sidewalk project; planning will continue with construction next spring. Easement needs to be obtained.</p>
<p>City and Engineer applied for a state grant for the Bellemonte resurfacing &amp; curb project. As sidewalks and curbs are not included, the application was amended to include only resurfacing work.</p>
<p>Humprey Concrete has completed its punchlist of items under the 2025-26 Street Program on Shaker and Marlo Way. Verdantas will check on the change order and make recommendations on the final invoice.</p>
<p>There were no updates regarding InfraHub for its video street &amp; sign assessment project to facilitate the updated 5 Year Road Plan. It includes approximately 8 miles of roadway at a 2-year cost of approximately $785.00. No online information has been posted yet.</p>
<p>Riegler Blacktopping was to begin with crack sealing and coating the City Building lot on Friday, October 3, 2025 with the additional work to begin in late October. The city will post signs during the week prior to the project beginning to facilitate car removal and the contractor will place signs prior to the beginning of work.</p>
